Members can do nothing with Documents, even see them in the table views or search results. Users must have some site-wide or local role on a Document to find it or view it.
Entity Managers can view Documents, but can do nothing else without other local roles.
See in Listings means: see in the navigation portlet, see in the table views, and see in search results. This should always require at least viewing permissions.
Reviewers may not edit the engagement until it enters the Review state.
Cut/Paste can only be done if the item is not read-only and not signed-out.
